The accusation that the Jews had against Stephen, according to Acts 6:14, was "we have heard him say, that this Jesus of Nazareth shall destroy this place, and shall change the customs which Moses delivered us."
The Jews said that Stephen was changing the customs of the law. They did not say that he was disregarding it or eliminating it. This agrees with the tribulation doctrine of Hebrews.....For the priesthood being changed, there is made of necessity a change also of the law. (Hebrews 7:12)
According to prophecy, the baptism of the Holy Ghost and new covenant were God's way of the Jews keeping the law perfectly, with a few changes.(Jer. 31:33, Heb. 7:12) This is what the apostles taught during Acts (Acts 2:46, Acts 21:20).
However, look at what the accusation that the Jews had against Paul.
Acts 18:13 Saying, This fellow persuadeth men to worship God contrary to the law.
Acts 21:21 "...thou teachest all the Jews which are among the Gentiles to forsake Moses, saying that they ought not to circumcise their children, neither to walk after the customs"
That matches what Paul taught (Acts 13:38-39, Rom. 4:5, 6:14, etc)
I thought it was interesting that the accusations against Stephen match the tribulation/new covenant doctrine of Hebrews and the accusations against Paul match the mystery doctrine of Romans.
