Dispensational facts:

1 Corinthians 9:
[14] Even so hath the Lord ordained that they which preach the gospel should live of the gospel.
[15] But I have used none of these things: neither have I written these things, that it should be so done unto me: for it were better for me to die, than that any man should make my glorying void.
[16] For though I preach the gospel, I have nothing to glory of: for necessity is laid upon me; yea, woe is unto me, if I preach not the gospel!
[17] For if I do this thing willingly, I have a reward: but if against my will, a dispensation of the gospel is committed unto me.
[18] What is my reward then? Verily that, when I preach the gospel, I may make the gospel of Christ without charge, that I abuse not my power in the gospel

Ephesians 1:
[9] Having made known unto us the mystery of his will, according to his good pleasure which he hath purposed in himself:
[10] That in the dispensation of the fulness of times he might gather together in one all things in Christ, both which are in heaven, and which are on earth; even in him:
[11] In whom also we have obtained an inheritance, being predestinated according to the purpose of him who worketh all things after the counsel of his own will:

Ephesians 3:
[1] For this cause I Paul, the prisoner of Jesus Christ for you Gentiles,
[2] If ye have heard of the dispensation of the grace of God which is given me to youward:
[3] How that by revelation he made known unto me the mystery; (as I wrote afore in few words,
[4] Whereby, when ye read, ye may understand my knowledge in the mystery of Christ)
[5] Which in other ages was not made known unto the sons of men, as it is now revealed unto his holy apostles and prophets by the Spirit;
[6] That the Gentiles should be fellowheirs, and of the same body, and partakers of his promise in Christ by the gospel:
[7] Whereof I was made a minister, according to the gift of the grace of God given unto me by the effectual working of his power.
[8] Unto me, who am less than the least of all saints, is this grace given, that I should preach among the Gentiles the unsearchable riches of Christ;
[9] And to make all men see what is the fellowship of the mystery, which from the beginning of the world hath been hid in God, who created all things by Jesus Christ

Colossians 1:
[24] Who now rejoice in my sufferings for you, and fill up that which is behind of the afflictions of Christ in my flesh for his body's sake, which is the church:
[25] Whereof I am made a minister, according to the dispensation of God which is given to me for you, to fulfil the word of God;
[26] Even the mystery which hath been hid from ages and from generations, but now is made manifest to his saints:
[27] To whom God would make known what is the riches of the glory of this mystery among the Gentiles; which is Christ in you, the hope of glory

Webster's 1828 Dictionary definition of "dispensation".

" 1. Distribution; the act of dealing out to different persons or places; as the dispensation of water indifferently to all parts of the earth.

2. The dealing of God to his creatures; the distribution of good and evil, natural or moral, in the divine government.

3. The granting of a license, or the license itself, to do what is forbidden by laws or canons, or to omit something which is commanded; that is, the dispensing with a law or canon, or the exemption of a particular person from the obligation to comply with its injunctions. The pope has power to dispense with the canons of the church, but has no right to grant dispensations to the injury of a third person.

4. That which is dispensed or bestowed; a system of principles and rites enjoined; as the Mosaic dispensation; the gospel dispensation; including, the former the Levitical law and rites; the latter the scheme of redemption by Christ. "

Definition 4 is the most biblical definition. A dispensation is a dispensed/bestowed system of principles. Consider how Paul uses the word.

"... the dispensation of the grace of God which is given me to youward" Paul defines this dispensation in the next verse "HOW THAT by revelation he made known unto me the mystery...Which in other ages was not made known unto the sons of men". The dispensation that Paul received was revelations--a dispensing/bestowing of principles. The principles that Paul was dispensed were those of grace--"ye are not under the law, but under grace" (Rom. 6:14).

The law had been in place, it was God's principles that had been dispensed to Moses. However, Christ's shed blood allowed the ordinances to be blotted out and a new dispensation brought in.

"But now in Christ Jesus ye who sometimes were far off are made nigh by the blood of Christ. For he is our peace, who hath made both one, and hath broken down the middle wall of partition between us; Having abolished in his flesh the enmity, even the law of commandments contained in ordinances; for to make in himself of twain one new man, so making peace; And that he might reconcile both unto God in one body by the cross, having slain the enmity thereby: "
(Eph. 2:13-16)

"And you, being dead in your sins and the uncircumcision of your flesh, hath he quickened together with him, having forgiven you all trespasses; Blotting out the handwriting of ordinances that was against us, which was contrary to us, and took it out of the way, nailing it to his cross; And having spoiled principalities and powers, he made a shew of them openly, triumphing over them in it. Let no man therefore judge you in meat, or in drink, or in respect of an holyday, or of the new moon, or of the sabbath days: Which are a shadow of things to come; but the body is of Christ."
(Colossians 2:13-17)

The God's rules and principles that He committed to Paul is called "the dispensation of the grace of God" because the rules of the present dispensation are "ye are not under the law, but under grace" (Rom. 6:14). The ordinances of the law were blotted out at Calvary, we are not under the law. No foods or drinks will send us to hell nor will the observance of any holidays (Col. 2:13-17, Eph. 2:13-16, 1 Tim. 4:1-5, Rom. 6:14, 10:4).

Righteousness under the law:
Galatians 3:10 "For as many as are of the works of the law are under the curse: for it is written, Cursed is every one that continueth not in all things which are written in the book of the law to do them."
Romans 10:5 "For Moses describeth the righteousness which is of the law, That the man which doeth those things shall live by them".

Righteousness under grace:
1 Timothy 4:8 "For bodily exercise profiteth little: but godliness is profitable unto all things..."
Romans 6:14 "For sin shall not have dominion over you: for ye are not under the law, but under grace."
Romans 10:4 "For Christ is the end of the law for righteousness to every one that believeth."

The dispensation of grace was dispensed to Paul, though it was previously a mystery.

God's plan for Israel is that He will bring them to His kingdom on earth at the 2nd coming and that they will keep His law perfectly--which they will be able to with a new heart and new spirit. This is called the "new covenant" when God takes away Israel's sins.

Jeremiah 31:
[31] Behold, the days come, saith the LORD, that I will make a new covenant with the house of Israel, and with the house of Judah:
[32] Not according to the covenant that I made with their fathers in the day that I took them by the hand to bring them out of the land of Egypt; which my covenant they brake, although I was an husband unto them, saith the LORD:
[33] But this shall be the covenant that I will make with the house of Israel; After those days, saith the LORD, I will put my law in their inward parts, and write it in their hearts; and will be their God, and they shall be my people.
[34] And they shall teach no more every man his neighbour, and every man his brother, saying, Know the LORD: for they shall all know me, from the least of them unto the greatest of them, saith the LORD; for I will forgive their iniquity, and I will remember their sin no more
.

Jeremiah 32:
[37] Behold, I will gather them out of all countries, whither I have driven them in mine anger, and in my fury, and in great wrath; and I will bring them again unto this place, and I will cause them to dwell safely:
[38] And they shall be my people, and I will be their God:
[39] And I will give them one heart, and one way, that they may fear me for ever, for the good of them, and of their children after them:
[40] And I will make an everlasting covenant with them, that I will not turn away from them, to do them good; but I will put my fear in their hearts, that they shall not depart from me.
[41] Yea, I will rejoice over them to do them good, and I will plant them in this land assuredly with my whole heart and with my whole soul.
[42] For thus saith the LORD; Like as I have brought all this great evil upon this people, so will I bring upon them all the good that I have promised them
.

Ezekiel 36:
[24] For I will take you from among the heathen, and gather you out of all countries, and will bring you into your own land.
[25] Then will I sprinkle clean water upon you, and ye shall be clean: from all your filthiness, and from all your idols, will I cleanse you.
[26] A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.
[27] And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do them.
[28] And ye shall dwell in the land that I gave to your fathers; and ye shall be my people, and I will be your God.
[29] I will also save you from all your uncleannesses: and I will call for the corn, and will increase it, and lay no famine upon you.
[30] And I will multiply the fruit of the tree, and the increase of the field, that ye shall receive no more reproach of famine among the heathen.
[31] Then shall ye remember your own evil ways, and your doings that were not good, and shall lothe yourselves in your own sight for your iniquities and for your abominations.
[32] Not for your sakes do I this, saith the Lord GOD, be it known unto you: be ashamed and confounded for your own ways, O house of Israel.
[33] Thus saith the Lord GOD; In the day that I shall have cleansed you from all your iniquities I will also cause you to dwell in the cities, and the wastes shall be builded
.

That is God's prophesied plan for Israel, that they will keep the law perfectly in the kingdom. He will put His law in their hearts and cause them to keep it. However, the mystery dispensation of grace interrupted that. Christ began something new, not according to prophecy.

The twelve apostles in Acts 1-7 were keeping the law and it was a foretaste of that new covenant that will be established at the 2nd coming of Christ.

Some people believe that the law was completely done away with after the Calvary, but that theory is an error. We just saw how that God's plan for Israel is that they would keep the law perfectly in the future kingdom. That is what the 12 apostles were working on, of course there had been a CHANGE in the law according to Hebrews 7:12 ("For the priesthood being changed, there is made of necessity a change also of the law.")

Acts 1:6-7 When they therefore were come together, they asked of him, saying, Lord, wilt thou at this time restore again the kingdom to Israel? And he said unto them, It is not for you to know the times or the seasons, which the Father hath put in his own power. [The 12 apostles were didn't know about the "church age", they were looking straight for the kingdom of heaven to come.]

Acts 1:26 And they gave forth their lots; and the lot fell upon Matthias; and he was numbered with the eleven apostles. [Casting lots was part of the law]

Acts 2:14-22
"But Peter, standing up with the eleven, lifted up his voice, and said unto them, Ye men of Judaea, and all ye that dwell at Jerusalem, be this known unto you, and hearken to my words: For these are not drunken, as ye suppose, seeing it is but the third hour of the day. But this is that which was spoken by the prophet Joel; And it shall come to pass in the last days, saith God,I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams:
And on my servants and on my handmaidens I will pour out in those days of my Spirit; and they shall prophesy: And I will shew wonders in heaven above, and signs in the earth beneath; blood, and fire, and vapour of smoke: The sun shall be turned into darkness, and the moon into blood, before that great and notable day of the Lord come: And it shall come to pass, that whosoever shall call on the name of the Lord shall be saved. Ye men of Israel, hear these words...." [Peter is speaking to "men of Judaea" and "men of Israel" and he is fulfilling prophecy on the Jewish feast day "this is that which was spoken by the prophet.."]

Acts 2:46 And they, continuing daily with one accord in the temple, and breaking bread from house to house, did eat their meat with gladness and singleness of heart [The 12 apostles were still going to the temple and observing the Jewish holy days],

Acts 3:19-21  Repent ye therefore, and be converted, that your sins may be blotted out, when the times of refreshing shall come from the presence of the Lord; And he shall send Jesus Christ, which before was preached unto you: Whom the heaven must receive until the times of restitution of all things, which God hath spoken by the mouth of all his holy prophets since the world began [Peter says that Christ will blot out sins at the 2nd coming, not at Calvary. He then states that God had spoken of this in prophecy--not mystery.].

The kingdom of heaven did not come, it was postponed because Israel fell in Acts 7 when the leaders of Jerusalem blasphemed the Holy Ghost by killing Stephen...this was unpardonable (Mark 3:29, Luke 12:10).

Mark 3:28-29 Verily I say unto you, All sins shall be forgiven unto the sons of men, and blasphemies wherewith soever they shall blaspheme: But he that shall blaspheme against the Holy Ghost hath never forgiveness, but is in danger of eternal damnation:

Luke 12:9-12 But he that denieth me before men shall be denied before the angels of God. And whosoever shall speak a word against the Son of man, it shall be forgiven him: but unto him that blasphemeth against the Holy Ghost it shall not be forgiven. And when they bring you unto the synagogues, and unto magistrates, and powers, take ye no thought how or what thing ye shall answer, or what ye shall say: For the Holy Ghost shall teach you in the same hour what ye ought to say.

Matthew 12:32 And whosoever speaketh a word against the Son of man, it shall be forgiven him: but whosoever speaketh against the Holy Ghost, it shall not be forgiven him, neither in this world, neither in the world to come.

Those verses are to be taken literally, as we see in Acts 5 that Christ REALLY meant what He said.

Acts 5:1-11 But a certain man named Ananias, with Sapphira his wife, sold a possession, And kept back part of the price, his wife also being privy to it, and brought a certain part, and laid it at the apostles' feet. But Peter said, Ananias, why hath Satan filled thine heart to lie to the Holy Ghost, and to keep back part of the price of the land? Whiles it remained, was it not thine own? and after it was sold, was it not in thine own power? why hast thou conceived this thing in thine heart? thou hast not lied unto men, but unto God. And Ananias hearing these words fell down, and gave up the ghost: and great fear came on all them that heard these things. And the young men arose, wound him up, and carried him out, and buried him. And it was about the space of three hours after, when his wife, not knowing what was done, came in. And Peter answered unto her, Tell me whether ye sold the land for so much? And she said, Yea, for so much. Then Peter said unto her, How is it that ye have agreed together to tempt the Spirit of the Lord? behold, the feet of them which have buried thy husband are at the door, and shall carry thee out. Then fell she down straightway at his feet, and yielded up the ghost: and the young men came in, and found her dead, and, carrying her forth, buried her by her husband. And great fear came upon all the church, and upon as many as heard these things.

All Aninias did was LIE to a man filled with the Holy Ghost and he immediately dropped dead because of it. Now look at what the leaders of Israel did in Acts 7 when they fell!

Acts 6:5-15 And the saying pleased the whole multitude: and they chose Stephen, a man full of faith and of the Holy Ghost, and Philip, and Prochorus, and Nicanor, and Timon, and Parmenas, and Nicolas a proselyte of Antioch: Whom they set before the apostles: and when they had prayed, they laid their hands on them. And the word of God increased; and the number of the disciples multiplied in Jerusalem greatly; and a great company of the priests were obedient to the faith. And Stephen, full of faith and power, did great wonders and miracles among the people. Then there arose certain of the synagogue, which is called the synagogue of the Libertines, and Cyrenians, and Alexandrians, and of them of Cilicia and of Asia, disputing with Stephen. And they were not able to resist the wisdom and the spirit by which he spake. Then they suborned men, which said, We have heard him speak blasphemous words against Moses, and against God. And they stirred up the people, and the elders, and the scribes, and came upon him, and caught him, and brought him to the council, And set up false witnesses, which said, This man ceaseth not to speak blasphemous words against this holy place, and the law: For we have heard him say, that this Jesus of Nazareth shall destroy this place, and shall change the customs which Moses delivered us. And all that sat in the council, looking stedfastly on him, saw his face as it had been the face of an angel.

The Holy Ghost was speaking through Stephen and he was so filled with the Holy Ghost that his face was shining as that of an angel, yet the elders of the Jews accused him of blasphemy and they did not like the changing of the Law that he spake of (Heb. 7:12). Look at what they did to Stephen.

Acts 7:51-60 Ye stiffnecked and uncircumcised in heart and ears, ye do always resist the Holy Ghost: as your fathers did, so do ye. Which of the prophets have not your fathers persecuted? and they have slain them which shewed before of the coming of the Just One; of whom ye have been now the betrayers and murderers: Who have received the law by the disposition of angels, and have not kept it. When they heard these things, they were cut to the heart, and they gnashed on him with their teeth. But he, being full of the Holy Ghost, looked up stedfastly into heaven, and saw the glory of God, and Jesus standing on the right hand of God, And said, Behold, I see the heavens opened, and the Son of man standing on the right hand of God. Then they cried out with a loud voice, and stopped their ears, and ran upon him with one accord, And cast him out of the city, and stoned him: and the witnesses laid down their clothes at a young man's feet, whose name was Saul. And they stoned Stephen, calling upon God, and saying, Lord Jesus, receive my spirit. And he kneeled down, and cried with a loud voice, Lord, lay not this sin to their charge. And when he had said this, he fell asleep.

The Jewish council blasphemed the Holy Ghost and it would not be forgiven them, but instead of bringing in the tribulation period (which would have been the next event in prophecy) Christ revealed something new to Saul. He made known unto him the mystery which had been hid in God (Eph. 3:1-9, Rom. 16:25-26).

This is based on the fall of Israel in Acts 7.

Romans 11:1-15 I say then, Hath God cast away his people? God forbid. For I also am an Israelite, of the seed of Abraham, of the tribe of Benjamin. God hath not cast away his people which he foreknew. Wot ye not what the scripture saith of Elias? how he maketh intercession to God against Israel, saying, Lord, they have killed thy prophets, and digged down thine altars; and I am left alone, and they seek my life. But what saith the answer of God unto him? I have reserved to myself seven thousand men, who have not bowed the knee to the image of Baal. Even so then at this present time also there is a remnant according to the election of grace. And if by grace, then is it no more of works: otherwise grace is no more grace. But if it be of works, then is it no more grace: otherwise work is no more work. What then? Israel hath not obtained that which he seeketh for; but the election hath obtained it, and the rest were blinded (According as it is written, God hath given them the spirit of slumber, eyes that they should not see, and ears that they should not hear;) unto this day. And David saith, Let their table be made a snare, and a trap, and a stumbling block, and a recompence unto them: Let their eyes be darkened, that they may not see, and bow down their back alway. I say then, Have they stumbled that they should fall? God forbid: but rather through their fall salvation is come unto the Gentiles, for to provoke them to jealousy. Now if the fall of them be the riches of the world, and the diminishing of them the riches of the Gentiles; how much more their fulness? For I speak to you Gentiles, inasmuch as I am the apostle of the Gentiles, I magnify mine office: If by any means I may provoke to emulation them which are my flesh, and might save some of them. For if the casting away of them be the reconciling of the world, what shall the receiving of them be, but life from the dead?

Israel was castaway, but this is not permanent.....

Romans 11:25-32 For I would not, brethren, that ye should be ignorant of this mystery, lest ye should be wise in your own conceits; that blindness in part is happened to Israel, until the fulness of the Gentiles be come in. And so all Israel shall be saved: as it is written, There shall come out of Sion the Deliverer, and shall turn away ungodliness from Jacob: For this is my covenant unto them, when I shall take away their sins. As concerning the gospel, they are enemies for your sakes: but as touching the election, they are beloved for the fathers' sakes. For the gifts and calling of God are without repentance. For as ye in times past have not believed God, yet have now obtained mercy through their unbelief: Even so have these also now not believed, that through your mercy they also may obtain mercy. For God hath concluded them all in unbelief, that he might have mercy upon all.

Israel will still be saved at the 2nd coming, but in until the rapture of the body of Christ we are living in the mystery age of Israel's blindness until the fulness of the Gentiles.

It was after the conversion of Saul that Christ committed the new dispensation to Paul.

Here is the revelation that Paul received (or at least part of it--Paul was made the steward of many mysteries according to 1 Corinthians 4:1)

"That the Gentiles should be fellowheirs, and of the same body, and partakers of his promise in Christ by the gospel.....And to make all men see what is the fellowship of the mystery, which from the beginning of the world hath been hid in God, who created all things by Jesus Christ" (Eph. 3)

Romans 16:25 Now to him that is of power to stablish you according to my gospel, and the preaching of Jesus Christ, according to the revelation of the mystery, which was kept secret since the world began,

Gentiles being fellowheirs, of the same body together and partaking of His promise by the gospel was a mystery hid in God until made known to Paul. There was also new doctrine committed to Paul concerning the law.

"But now in Christ Jesus ye who sometimes were far off are made nigh by the blood of Christ. It was after Paul's conversion that Peter found out about the end of the law.

Acts 10:9-17 "On the morrow, as they went on their journey, and drew nigh unto the city, Peter went up upon the housetop to pray about the sixth hour: And he became very hungry, and would have eaten: but while they made ready, he fell into a trance, And saw heaven opened, and a certain vessel descending unto him, as it had been a great sheet knit at the four corners, and let down to the earth: Wherein were all manner of fourfooted beasts of the earth, and wild beasts, and creeping things, and fowls of the air. And there came a voice to him, Rise, Peter; kill, and eat. But Peter said, Not so, Lord; for I have never eaten any thing that is common or unclean. And the voice spake unto him again the second time, What God hath cleansed, that call not thou common. This was done thrice: and the vessel was received up again into heaven. Now while Peter doubted in himself what this vision which he had seen should mean......"

Peter was hungry, but would not eat those things that the law of Moses said not to eat. This is the first time Peter is introduced to the new dispensational truth. Most of the apostles and Christians at this time in Acts did not know about the doing away of the law, they even had to have a meeting in Jerusalem to decide if circumcision was needful for salvation.

Acts 15:1-11 "And certain men which came down from Judaea taught the brethren, and said, Except ye be circumcised after the manner of Moses, ye cannot be saved. When therefore Paul and Barnabas had no small dissension and disputation with them, they determined that Paul and Barnabas, and certain other of them, should go up to Jerusalem unto the apostles and elders about this question. And being brought on their way by the church, they passed through Phenice and Samaria, declaring the conversion of the Gentiles: and they caused great joy unto all the brethren. And when they were come to Jerusalem, they were received of the church, and of the apostles and elders, and they declared all things that God had done with them. But there rose up certain of the sect of the Pharisees which believed, saying, That it was needful to circumcise them, and to command them to keep the law of Moses. And the apostles and elders came together for to consider of this matter. And when there had been much disputing, Peter rose up, and said unto them, Men and brethren, ye know how that a good while ago God made choice among us, that the Gentiles by my mouth should hear the word of the gospel, and believe. And God, which knoweth the hearts, bare them witness, giving them the Holy Ghost, even as he did unto us; And put no difference between us and them, purifying their hearts by faith. Now therefore why tempt ye God, to put a yoke upon the neck of the disciples, which neither our fathers nor we were able to bear? But we believe that through the grace of the Lord Jesus Christ we shall be saved, even as they. "

The truth of the present dispensation concerning the law is this:

Galatians 2:11-21 But when Peter was come to Antioch, I withstood him to the face, because he was to be blamed. For before that certain came from James, he did eat with the Gentiles: but when they were come, he withdrew and separated himself, fearing them which were of the circumcision. And the other Jews dissembled likewise with him; insomuch that Barnabas also was carried away with their dissimulation. But when I saw that they walked not uprightly according to the truth of the gospel, I said unto Peter before them all, If thou, being a Jew, livest after the manner of Gentiles, and not as do the Jews, why compellest thou the Gentiles to live as do the Jews? We who are Jews by nature, and not sinners of the Gentiles, Knowing that a man is not justified by the works of the law, but by the faith of Jesus Christ, even we have believed in Jesus Christ, that we might be justified by the faith of Christ, and not by the works of the law: for by the works of the law shall no flesh be justified. But if, while we seek to be justified by Christ, we ourselves also are found sinners, is therefore Christ the minister of sin? God forbid. For if I build again the things which I destroyed, I make myself a transgressor. For I through the law am dead to the law, that I might live unto God. I am crucified with Christ: nevertheless I live; yet not I, but Christ liveth in me: and the life which I now live in the flesh I live by the faith of the Son of God, who loved me, and gave himself for me. I do not frustrate the grace of God: for if righteousness come by the law, then Christ is dead in vain.

In this dispensation we are not under the law, Israel has fallen, we are all reconciled to God in one body and not as a nation. We must "rightly divide the word of truth" (2 Tim. 2:15) and recognize the different dispensations and mysteries so that we can understand which parts of the Bible are talking to us Gentiles in this dispensation or Jews under a different dispensation.
